All indicators attest that the current ways of development at international level are not sustainable. Reorganizing our activities by taking into account sociological and ecological impacts is mandatory.

One of the major consequences of this situation is that the social link is broken. To counteract this process, one of the most relevant strategies is to implement inter-participative strategies aimed at preserving world heritage and to federate consistent enterprises.

To this aim, new technologies of information and communication are a major advantage. Internet offers not only totally new access to information enabling to elaborate a list of issues and potentialities; it also offers a field of free speech. New applications such as geomatics1 (elaboration of interactive geopgraphic maps), or forecasted statistics of land settlement2, can favor optimized life options.

What is at skate now is the development of these collective rationalisation tools, be it in terms of democratisation of information hierarchy, or territorial management, around a search for coherence in our development choices concerning social and environmental issues.

The Bernica Association (BA) aims to favour the principle of sustainable development : « Think global to act local », through the creation of spaces’ structures and activities likely to promote intergenerational, intercultural and socio-environnemental human links, the transfer of information and know-how, and the preservation of the natural and cultural patrimony.
It is interactive, evolutive and reproducible for a sustainable and continuous improvement  of the quality of life.

Willing to favour research, communication and the experimentation of sustainable development modes (SD), BA has devoted itself over the previous years to researching protocols that could become federating globally, reproducible and adaptable locally.

Its purpose is to constitute a transversal sharing network and optimisation of information, logistics and goodwill, towards a collective rationalisation of development choices.

The project’s origins:

BA’s name comes from the area located in the « hauts de Saint-Paul », where it was founded in 2005. The projet was initially centered upon the renovation of an area which was an emblem of the Reunion patrimony, in order to set up a research centre and activities with a high environmental and social impact.

Although these steps were supported by several institutions, the founding members estimated at the time that the conceptual research wasn’t globalised enough in order to warrant for the model value of the process and its reproducibility. Moreover, the requirements concerning the setting up of these structures would not have allowed to carry out parallel research.

Today, the preparatory phase of this research work is considered done by a majority of members.

The association it thus entering another phase : the actual creation of associative and cooperative structures on the territorial aspect. The diversity of cultures and ecosystems found in La Réunion makes the island particularly conducive to the initiation of projects.

With a view to favour a global understanding of the social and environmental issues, the BA works on the creation of a transversal research network in DD, and on the setting up of space and sharing tools and collective rationalisation of information.

Its functioning is centered on research, communication and the experimentation of DD protocols.

Association’s structure:

The aim of the Bernica Association (BA) is to develop analysing tools, through the  « Research/Communication/Experimentation protocol» (RCE) and the «Network of democratisation of sustainable developement » (3D Network); communication tools, through the developement of the « Média de démocratisation du développement durable » programme  (3D Media); and achievement tools on the ground of potentialities of sustainable development through the « Structures de démocratisation du développement durable » programme ( 3D structures).

The BA, which falls under the French « association loi 1901 », is a first administrative structure providing support to the network federating transversally the collectivities, firms, and private individuals. The developement of other additional supports (cooperatives, firms, NGOs…) will participate in the formulation of logistic tools of the network, to the relevance of its actions, its adaptability, and its globalisation.

The BA proposes to set up a network interacting on the basis of the protocol summarized in the  Research/Communication/Experimentation (RCE) formula.

This protocol constitutes the principle of coherence of the actions undertaken in the name of the BA and the network. By linking the three complementary axes which are research, communication, and experimentation in a collective process, its exercise will multiply the positive consequences in terms of sustainable development (DD).

Based on a cyclical logic, and regulated by transversal audits, the RCE protocol has been designed to promote the continuous evolution of experimented processes.
Putting into place a synergy of fields of competence but also integrating research and the contributions at the local and global levels of the DD, motivate indeed a continuous rationalisation of the criteria and methodologies of functioning.

The RCE protocol aims at setting up methods of democratisation of the issues and potentials of the DD, through a mutualisation, sharing of the knowledge, logics and competences.

It is notably based on the development of information support optimising the use of new information technologies, for the popularisation of territorial data.

The network’s first interest is thus to democratise, involve the largest number of people in order to legitimise and optimise its finality: reaching a coherent definition of the common interest and the means to implement it.

By extension, we will evoke the denomination « RCE » for all actions evolving according to this logic of procedure and the different applications of the protocol.

The network of democratisation of sustainable development (3D network) ensures the coordination of the link for a sustainable development which is more relevant both on a local and global level.

By federating the various fields of activities, it indeed favours a better definition of the cultural and ecological issues. This 3D network is thus devoted to the democratisation of social and territorial issues, and the promotion of DD.

Its functioning is based on an evolutive and participative charter, and a protocol of federation of information and logistics. It reunites the conditions of concretisation and the sustainability necessary for implementing positive initiatives.

Finally, it sets up a collective database of DD, through the evolutive cycles and transversal audits of the RCE protocol. This database references the problematics and potentialities, and simplifies the constitution criteria of social and ecological integrity.

The 3D network, federated by the RCE protocol, develops essential tools for its functioning, through Média 3D programmes and 3D structures.

The communication activities grouped under the 3D Media block are essential in order to obtain a real synergy.

Indeed, one of the essential tools of the RCE protocol is that it is founded on a participation of all DD actors, and all the citizens.

Several fields are grouped together in order to optimize the storage, transfer and information processing capacities, as well as the mutualisation of logistics for field work. They associate consulting the population, putting into perspective the various sources of information, their multimedia translation, their georeferencing, and the setting up of organisational tools, for concrete experimentations of DD modes.

First, it is necessary to exploit the capacities offered by NICT. Among them, the use of Geographical information systems (GIS) of web 2.0 opens unprecedented perspectives in the field of DD. Online cartography facilitates the spatialisation of data, putting into perspective of possibilities of territorial development, and taking into account of social and ecological impacts over time.
By making the social and territorial issues accessible to the greatest number, they favour the collective reflections and a transversal management of emergencies.

From the IT viewpoint, the development of an Internet network, 3data.org, constitutes both a deontology, and an internet domain name.

It groups together the data of blogs, sites and networks wishing to involve themselves in the constitution of computer supports devoted to RCE, called “hyperfiles”.
The aim of 3data.org is to group the hyperfiles together, through the indexation, referencing, prioritisation of information, and the development of software devoted both to the lisibility of social and environmental stakes and the participative management of territorial resources (human and natural).

The hyperfiles aim to facilitate the collective research of means of capitalisation and putting voluntarily information at the disposal of everyone. They will favour the development of an «  open source » of applications devoted to the popularisation of data, for a finer definition of key concepts.

They reunite, by the combination of approaches and indicators of DD and through a diversification of the thematics they cover, the conditions of federation, the spheres of knowledge and the fields of competence. This transversal work of highlighting emergencies and potentialities will entail a more coherent territorial management.

Eventually, 3data.org will constitute a search engine devoted to the stocking and processing of DD data under different ontologies3. In this way, the internauts will access varied representations of the stakes of DD, simplifying the collective working out of solutions.

The AB blog  (http://blog.association-bernica.net/) experiments the compatible applications with wordpress4, and forms a first participative space devoted to the voluntary georeferencing of potentialities, such as public logistics or citizen proposals,  and problematics : social and ecological emergencies, nuisances, needs, or paradoxes in territorial management.

Finally, the « 3D Structures » programme illustrates the founding principle « Think global to act local ».

It complements the organisations necessary to the conceptualisation and concretisation of the DD processes, notably The International Bernica Association, the Bernica Local Associations, and a « Société coopérative d’intérêt collectif ».

In order to favour le link between understanding the stakes of DD at international level, The International Bernica Association (IBA) develops, within the 3D network, a work of intercultural exchanges, both for the taking into account of local needs at international level, and for the integration of international research in local endeavours.

It thus constitutes an international network devoted to the consultative, participative, transversal and transparent conceptualisation of the DD stakes, for the implementation of dynamics based on the problematics and potentialities specific to each territory. In order to optimise its coherence, the 3D network is first based on a research and popularisation work aiming information sciences.

Indeed, information is the foundation of societal and individual representations of the environment, perceptions and its potentialities, and the choices of life which are connected to them. Social peace, prosperity of democracy, and the preservation of natural balances depend on the quality of information sharing.

Today, the multiplication of ontologies produced for consumerist ends leads to a logic of non sustainable development, competitive, blind and destructive. This situation, by limiting the exchanges and knowledge, compromises the definition of common objectives and their realisation.

The ABI develops tools and logistics prone to a transversal mutualisation of contributions. Its deontology is based on consultation, transparency, and the optimisation of information technologies. The objective is to reach, through the complementarity of achievements, a comprehension and prioritisation of data by all, notably through the building of evolving indicators of DD, such as intercultural charter, guide and label.

A concrete and specific answer to the local needs is based on the Local Bernica Associations (LBA). The concept of LBA groups a network of structures set up on the territory, depending on the emergencies, potentialities, and partnerships. Their establishment is made in a dynamic of preservation and promotion of material and immaterial patrimony, and is based in priority on the renovation of disused sites.

The LBA’s role is to study their environment for the defining of ways of DD locally relevant, coherent and federating. They encourage both the human link, the deepening of knowledge, and decentralisation of territorial management. The LBA also represents an opportunity depending on the possibilities to set up spaces (agricultural sites, neighbourhood houses, cooperative structures, training centers…), adapting themselves to local needs through the RCE protocol.

Accessing a development at a global level is only possible through local actions adapted to each territory. The various means put at the public’s disposal in the framework of the association will create new projects and will help to the promotion of activities integrating themselves in thematics of research, communication and experimentation of DD modes. The people concerned will benefit from the technical and logistic assistance from the network, and a referencing and promotion too of their aspirations and proposals.

The ABI thus constitutes a research and expression support at the disposal of each LBA and everyone. The mutualisation of RCE led within the LBAs, feeds the specific knowledge of various environments, enriching the network and optimising, locally and globally, the coherence of DD protocol definitions.
The multiplication of these local installations will produce the transversality which is essential to RCE and the synergy DD projects, multiplying its pertinence and the richness of their effects.

The setting up of a Cooperative Society of Collective Interest (CSCI) enables the sectors of activities to organise themselves economically for the sustainability, and favours the demonstration and reproductibility of DD dynamics.
With an agricultural as well as craft and cultural vocation, and based traditional know-how and the promising innovations of DD, it creates links between these interdependent sectors.

A first panel of model activities for their social and ecological pertinence, is developed in order to provide a basis to this SCIC and integrate the research groups (associations, institutions, universities, scientific…). It also encourages hiring the project initiators, since the cooperative offers them the possibility to invest in parallel with their efforts in an entrepreneurial project.

The ABL and SCIC are thus complementary for a global understanding of the potentialities and global and local stakes of DD, and for the creation of democratic management tools of the common environment

Everyone can thus find their place within the Bernica Association. It is precisely the diversity of competencies and knowledge which will give the project all its importance.
